Fix For: 2.2.0, 2.1.3
For most cases, UI will allow both RU and EU.
However, for HDP 2.1->2.3, only EU is supported, this means we cannot show the
button for RU. Hence, the UI has to either remove/disable the RU option.
We need an API to find out which upgrade types are valid given the current
stack and desired stack.
