The test has been failing for the previous builds as well.

I have noticed that the test fails in ambari-web phase and skips any further 
tests (including ambari-server).
The change made by this patch is is ambari-server.

Possible reason for failure: 
Error: Brunch 2+ requires node v4.0+. Upgrade node or use older brunch for old 
node.js: npm i -g brunch@1
