this only specific cases. (e.g.: a component is missing from the cluster object
but exists in the blueprint etc.)

FT: tried on HA cluster (with e.g. metrics service, where host mappings not
available during provisioning), move NN, then cluster info had the right hosts
and try upscale hosts.
Unit Testing is in progress...
