1. Go to service config page
2. Add override for any config (to group "group1" for example) and save changes
3. Go to default group and click override for same config

In popup user can select same group ("group1") and new override will be added
to same config group

There shouldn't be "group1" group in select since same property can be
overridden twice for same not default group
