When upgrading from HDP-2.1 to 2.3, open Upgrade Options window:
1. No RU is allowed, but spinner kept showing up.(pre-check request is not sent
actually)
2. Recommended value is incorrect.
So:
1. Make sure that the spinner doesn't show up and instead let the user know
that the upgrade option is not available. (regression since Dec 3rd)
2. Should not show "Recommended Value" column.
