Reverted this change. Noticed that the UpgradeCatalogs are not versioned 
correctly. In trunk there is UpgradeCatalog213 and UpgradeCatalog220. In 
branch-2.2 there is UpgradeCatalog213 and UpgradeCatalog220 is missing. 
UpgradeCatalog213 needs to reversioned to UpgradeCatalog220 and 
UpgradeCatalog220 should be reversioned to 230. Will handle the upgrade 
scenario separately as will also need to look at other commits.
