Fix for AMBARI-13917 allows client components to be verified on a given host
and before-START hooks is modified to check if ECS client component is
available before making directory create request.
The /tmp and /home directory create should be moved to ECS stack when the
support to invoke custom scripts (pre/post install/start) is available.
