Summary: Cannot change Zookeeper Server from Ambari to different
node

While adding a master node, any attempts to change the zookeeper server from
Ambari are not allowed as the params.zookeeper_hosts value is not updated or
changed whether I attempt to move the zookeeper hosts to the master or a
different data node. All attempts at installing the zookeeper server fail.
{code}ValueError when adding ZooKeeper Server to a new master node.
