If Kerberos Wizard was closed in the middle, but after saving Kerberos configs,
appropriate config version will be shown in Config History table. But clicking
on link with Kerberos will send user to HDFS service page and it can confuse.
Let's disable this link if Kerberos service doesn't exist. Also Kerberos option
is absent in Service filter even if there is config version with Kerberos in
the table.
