When a cluster is created with Blueprint and the cluster nodes haven't joined
the cluster yet the REST api to return the request_status incorrectly returns
"COMPLETED". The status should be IN_PROGRESS as the server is waiting for
hosts to be assigned to host groups in order to complete the cluster creation
request.
