Description: When a cluster is created with Blueprint and the cluster nodes
haven't joined the cluster yet the REST api to return the request_status
incorrectly returns "COMPLETED". The status should be PENDING as the server is
waiting for hosts to be assigned to host groups in order to complete the
cluster creation request. (was: When a cluster is created with Blueprint and
