When an Admin needs to inform users of a upcoming change, or just to re-enforce
Corporate IT policy on login, provide ability for the Admin to set a message to
be displayed to all users on login.
This message should be set via Ambari by an Ambari Admin. The text must be
displayed on any user login.
This should be part of admin settings which will be a collection of different
settings admin can configure.
