Description:
After provisioning an HDP 2.3 cluster with HDFS + Yarn HA successfully via an
Ambari Blueprint API call - the " Logical Request: Provision Cluster
'HariTest2'" stays in the Ops queue, despite the fact that all the hosts and
services were provisioned and green.

(I actually removed several unneeded services but the configurations section is
identical so you can see how I configured the HA)
