When performing a rolling upgrade from HDP 2.3 to 2.4, Storm topologies are
stopped. The upgrade pack for HDP 2.3 to 2.4 was copied from HDP 2.2 to 2.3 -
in HDP 2.2, Storm did not support rolling upgrades and the removal of local and
ZK data was necessary.
