Yes I agree that it would be better to keep that logic in service folder. But
the problem is that it has to be accessible from RU install_packages.py (which
doesn't load up service folder scripts and is not service specific at all).
That's why it resides in resource management which is a place for common
functions(or resources), which are used more that from one place.
