Committing AMBARI-15885 to branch-2.2

Hi all,

I am planning to commit AMBARI-15885 (Owner of /tmp hdfs directory is 
yarn user on secure blueprint install) for Ambari-2.2.2 release.

There is an inconsistency in the way Ambari creates "/tmp" directories 
based on which component gets deployed/started first. This results in 
different instance of clusters behave differently. So we need to fix 
this behavior and make it consistent across the stack scripts.
