AnnotatorAnnotator provides annotation enabling code for browsers,
servers, and humans.Annotator has been incubating since
2016-08-30.Three most important issues to address in the move towards
graduation:  1. Establishing a release cadence.  2. Demonstrating
utility in the wild.  3. Increasing community participation.Any issues
that the Incubator PMC (IPMC) or ASF Board wish/need to beaware
of?None at this time.How has the community developed since the last
report?  * Two members of the initial committers list have established
ASF accounts.  * The community is scheduling a teleconference for the
coming weeks.  * The community is discussing a face-to-face meeting in

has been updated in preparation for release.  * Initial test suite

There is work toward a first releases happening.The community is
slowly attracting new voices, but volume of participation is still

elections have been finalized.
