This looks like a significant bug and I have received other reports of similar things but I am never able to replicate them. Yours is the most detailed I've seen. However, it's still missing one crucial detail I need: You show me your stcheckin command, but many of the most significant parameters are property references. I need to see what the actual values of those properties at runtime are. In particular I need projectname, viewname, rootlocalfolder and rootstarteamfolder.
