The input task should not prompt for user input if the property that has been 
specified for it to set has already been set. If the property has already been 
set, the user's input doesn't have any impact anyways, as documented. This 
would allow the input task to be used as a fallback mechanism for properties 
that were intentionally or accidently not specified anywhere else, without 
causing any interruptions if everything has been properly set.
