UpToDate task does not log when the target file does not exist

Using ant -v, the uptodate task does not display anything to the verbose log  
when the target file does not exist.  If there was a type-o when specifying 
the target file, attempting to debug the problem can be frustrating.  This 
patch simply adds a logging message when the target file does not exist.
