Ant deprecated tasks policy

There is a <starteam> task that has been deprecated, since 1.4.x, in favor of 
<stcheckout>.  What is our policy on getting rid of these deprecated methods?
1.6 certainly feels like the right time to do this to me.  I don't think I've 
had a single support request for this antiquated task, which at any rate 
precedes my participation in the development effort.  However, we may have some 
policy as to how long a task must stay deprecated before removal.  Can someone 
tell me?
