javac always recompiles when multiple src paths are given

A part of the behavior of javac is not under the control of ant. javac notices
probably that ClassA has changed and compiles it.
If you want to compile against a frozen status of a package, then you need to
make a jar file or a set of .class files with this package, and remove the
sources of this package from what javac is given to see.
I am closing this bug report as invalid, since this is not an ant issue.
