Svetlin, Each ASF project is relatively free to decide upon the resources it wishes to use to manage its project. We are not restricted to using OS software. There is in fact a scarab instance available so this has nothing to do with CollabNet in any way that I am aware of. OTOH, since I don't think any of us here wish to maintain and manage the bug tracking system, we are more likely to transition to a system which has the best chance of being actively maintained and administered. IMHO, at the moment, that looks like Jira. IOW, someone has stepped forward and is doing the heavy lifting to setup Jira. I have not seen the same happening for the alternatives.
