excludes in filesets doesnt work

I'm pretty sure that excludes work, they are used so much we'd certainly know
if they failed.

In your case I think that for some reason whatever ${dependency_files} expands 
to
doesn't match any of your files and thus nothing is excluded.

What does <echo>${dependency_files}</echo> put in front of the task say?  What
files are you expecting to exclude with it but are included?
