1.6.2: handling of exceptions

There has been some discussion about handling
of exceptions and errors in Task#perform.

I propose the follows:
  do not wrap errors (but catch them and fire
  the task stopping event)
  wrap exceptions in build exceptions

If necessary errors can be wrapped in a later
ant release.

This modificiation should fix bug: 29441
