"always" means since Ant 1.1. It has been introduced (slipped in) somewhere between the release of Tomcat 3.1 (which included an untagged version of Ant) and Ant 1.1 when the first iteration of "user properties" and command line specified properties taking precedence over build file specified ones came in. I don't think it has been a conscious decision at that time at all.
