Looking at the CVS log I see that although the file was created on 2003/12/01, it has no CVS tags, and is thus not present in the Ant 1.6.x branch. Probably someone created the file on the trunk after ANT_16_BRANCH had been made and then used an incorrect CVS command to merge outstanding trunk changes to the branch? (If you use CVS commands correctly, additions and removals will be handled transparently, but it is all too easy to use different command styles which handle modifications correctly but not additions and removals.)
