Java, Javac tasks need help with NetBeans 4.0

Any better place to put the changes in ?

We filed the issue because we ran into the problem while running the Ant 
integrated with NetBeans 4.0.

NetBeans can execute a java command with very long list of classpaths,
but the VMS command line has 256 character limitation. So Java on VMS 
supports "-V" switch which takes the file name containing the list of java 
command line arguments.

Also, even without the classpath problem, the original code in 
Execute.VmsCommandLauncher has a problem with executing "java"/"javac" task.
