cvs failonerror target fails even though there's no error

If cvs returns an error code of 1 instead of 0, that means that something is 
wrong somewhere during the cvs process or that this is a cvs bug for that 
particular version. We have no choice than to tell you that it is not correct.

I cannot reproduce with 1.11.17 that returns 0.
Try to upgrade your cvs client and see if it fixes the problem.
