I do not agree. I think that 1.6.3 is nearly ready to go out. Moving to svn would delay it's release.
Then the move should be made to svn for ant 1.7.

Do before both releases. If we did 1.6.3 on CVS then we would need to keep the branch open in CVS for any fixes etc. I'd prefer to go to svn before the release, get it setup and working well and then do the releases.
