Put in convenient directory (C:\Dev\apache-ant-1.7.0). Updated PATH to include C:\Dev\apache-ant-1.7.0\bin and set ANT_HOME to C:\Dev\apache-ant-1.7.0. Trying 'ant' gives "ANT_HOME is set incorrectly or ant could not be located. Please set ANT_HOME". 'set' at same prompt confirms ANT_HOME is set to correct path. As with previous reporter, moving to ant-1.6.5 (at C:\Dev\apache-ant-1.6.5) resolved the problem.
