Let's get that last part out of the way first :-) Releases can't be vetoed and by my count you already have enough +1s so even if I voted -1 it would not block the release at all. When I started the review I vaguely remember bringing up the point about the docs before, not sure. It is quite possible we've been through this before. Personally I think you should change the build process to build the source tarball to be an identical copy of the svn tag and nothing else. I'm not planning to search for an Apache policy that said you must do so - it may or may not exists. My reasons are more practical. You are making it more difficult for people to provide a patch to the documentation - or more difficult for you applying said patches - for example. Reviewing releases becomes more difficult as well, I for one don't want to crawl through the diffs of the docs to see whether they really have the same content (I trust you, don't worry). If there are differences at all a thorough review takes longer.
