looking at https://ant.apache.org/ivy/history/2.5.3/ivyfile.html again I
believe this is actually intended and Ivy expects its attributes and
elements to be in the "no namespace" namespace. So you can't declare a
prefix at all.

In a way this is similar to what Ant believes.

So I'll rest my case for now when it comes to the parser.
