I just committed it when I made the comment. There is very little to verify
about a Vocabulary, other than fixing the numbers in RDFSchemaUtilsTest. It
compiled and did not break any tests other than the RDFSchemaUtilsTest, which I
fixed.
If there are predicates/classes etc., that are still missing feel free to add
them.
I committed it to the api module, which was a slight change to the patch that
was to the core module, as the vocabularies are all exported from the api
module now to avoid users relying on the core module where possible.
