Resolution: Won't Fix
I will never use the contents within the repo directory. I don't know why we
have it in our SVN area. I think it is really just legacy and should probably
be removed. That being said, it is not being shipped anywhere and therefore not
really that much of an inconvenience. If, in the future we need to get rid of
it we can... very easily.
