Hi Lewis, I did not understand your question.
So, I will explain what I did

I have a project A which in I am adding any23 as a dependency. But it was 
failing on hadoop due to above mentioned issue(ClassLoader not able to find the 
Sesame Loader). So, I explicitly added the rio maven dependencies in my project 
A - this time the class loader is able to find Sesame loader and the code 
started working.
