Right now the documentation on [How to Register a
Plugin|http://any23.apache.org/any23-plugins.html#How_to_Register_a_Plugin] is
lacking/incorrect.
The recent [OpenIE plugin loading for the Service
module|https://github.com/apache/any23/blob/master/service/src/main/java/org/apache/any23/servlet/Servlet.java#L95-L113]
provides us with the code and narrative to easily provide the correct
documentation.
