The required functionality is not supported by 
com.datatorrent.stram.util.LoggerUtil and it is not straightforward to support 
resetting pattern. Note that setLoggersLevel has a cumulative effect. It means 
that calling com.datatorrent.stram.util.LoggerUtil.changeLoggersLevel() with 
empty map does not impact patterns and each time 
com.datatorrent.stram.util.LoggerUtil.changeLoggersLevel() is called, entries 
are added to the patterns and they are never removed, except for the case where 
a new pattern specified overwrites existing patterns.

Please provide detailed specification how the functionality will be supported.
