The idea is to provide hooks at different points of the engine (at launch and
during execution) for user pluggable functionality. This could be useful in
different scenarios such as aid in debugging (by adding tracers), custom
integrations with external monitoring systems, making requests to underlying
infrastructure to provision more nodes in scalable cloud deployments etc.
