Moderation should only likely kick in if the poster/author has not subscribed 
to the list. If the moderator does a reply-all, I believe the author gets 
whitelisted even if the author has not subscribed to the list. 

Moderation is common for user@ lists where the authors of the emails will not 
have subscribed to the list.
