MLHR-1914: Add base operators to ease operator API
Resolves base operators by adding a set of operator primitives with which
developers can build from. This adds:
* `simple`
* `SingleInputOutput`
* `SingleInputMultiOutput`
* `MultiInputSingleOutput`
* `complex`
* `SingleInputListOutput`
* `DirectMultiInputOutput`
* `AllWayMultiInputOutput`
* `AllWayMultiInputListOutput`
You can merge this pull request into a Git repository by running:
