Give all Mentors access to the incubator SVN repository. (to be done by the 
Incubator PMC chair or an Incubator PMC Member wih karma for the authorizations 
file)
   - this could be just be 2015-08-17 as all mentors already had access to git

Check that all active committers have submitted a contributors agreement.
   - someone from the PPMC can do the check in the next few weeks and set the 
date after completion

Ask root for the creation of committers' accounts on people.apache.org.
   - not sure of an exact date but I think this was all done within a month 
after incubation proposal was accepted.

As for graduation, I would highly suggest doing atleast one round of releases 
with binary artifacts generated and vetted before looking to graduate.
