The user needs a location to download the settings file from, which could
be just a URL. They then import the settings (archive) into the IDE. None
of this is required to build or run Apex, it is convenience for the
developer. It's generally not a good idea to have jar files in scm, but is
it policy that they cannot be in an ASF git repository?

An xml file would be much better for the reasons you mention. Unfortunately
intellij and netbeans decided to provide their settings as archives and
make life difficult for us!
