There is a SDK based on 1.9m77
Choose one of the FTP mirrors for developers listed in 
http://download.openoffice.org/680/
Walk back in parent directories of the FTP site to find : developer/
There you will find : 680_m77_sdk/
I did not find links to this SDK in OOo web pages.
