your package is wrong. You have
etuc.uno\META-INF\manifest.xml
etuc.uno\ETUC\ETUC.xba
...
The problem is the first directory etuc.uno. A package with uno.pkg
extension expect a META-INF\manifest.xml in the package root directly.
If this file is not found in the root the package manager does
nothing. You should simply zip the content in etuc.uno directly
without having this foilder as part of the zip. See the file attached.

Oh Juergen, I'm so happy you caught that! I'm used to working with
Winzip and recently started using 7zip. Apparently it behaves
differently when using the right mouse button on a directory. I'll pay
attention to this from now on.
I copied this back to the list as a future reference for people who fall
in the same trap I did.
