My description of the things going on in labels documents was nearly
correct.

A labels document contains a lot of frames of same size. The first frame
contains a section and all other frames contain sections linked to the
one of the first frame. If you change something in the first section you
can update all other sections by updating all links in the document.

I still didn't find a "core" API to trigger updating but it should work
with dispatching the command ".uno:UpdateAllLinks".

All of this can be constructed in any text document also.
