No, the API lets you access OOo programmatically, but you need OOo
installed first.  Without OOo, you have an API without any
implementation, so you can't do anything with it.

What you could do is install OOo on another server, say Linux or
Windows, and connect to it from the AS400 using the Java API.   But you
do need OOo installed somewhere.
