You mean, when soffice is started with an -accept command line argument (cppuhelper/source/bootstrap.cxx:1.33 l. 568), any setting of org.openoffice/Setup/Office/ooSetupConnectionURL is ignored? Sounds like an error to me; I would suggest filing an issue (against the framework component).
