from my point of view this is a bug, changes made via the API should
be recognized without a restart. Please file an issue for that problem.

It explains that the changed configuration is active in new documents.
Which actually is so in my case. Thus first I set the config, then start
a new doc. Maybe that works for you as well?
well, for some it works right, but for others (the Tools > Options >
Load/Save > General stuff) it doesn't seem so, as I reported on the issue.
If for example starting with no document opened you change
programmatically the "Always create backup copy" from unchecked to
checked then you start creating a document and save it a number of time,
you don't get backup.
The backup feature starts functioning only if you restart OOo.
May be there are other configuration items that need treatement as done
in issue 71235.
