whatever you have downloaded it is no 2.1 SDK. But i guess that you don't want a 2.1 SDK but a corresponding SDK to OO.org 3.0, correct?

The 3.0 SDK requires an OOo 3.0 installation because it installs in the same directory structure under the base layer ... and it reuse libs from the office. If you want to work with this SDK you have to install OOo 3.0 first.

If you have to stick with OOo 2.1 and a related 2.1 SDK i can't say where you can download the correct SDK. The link you have mentioned above seems to be broken :-(

I never have understand how this whole download section is organized and where you can find what. Hopefully somebody else can help.
